Marian reforms, which means when Rome build an imperial palace in an Italian city other than Rome. IIRC Tarentum doesn't count as an Italian city, so that means Capua, Ancona, Corfinium, Paestum, Ariminum or Arretium.

There are a few more settlements that don't count. Croton, Rhegium, and Tarentum in the south of Italy do not trigger the reforms. Likewise, Bononia and the rest of Cisalpine Gaul don't count. An Imperial Palace anywhere else on the Italian peninsula besides Roma will trigger the reforms.

I believe that it is possible to capture a settlement in Italy, build an Imperial Palace, and then give that settlement to Rome to trigger the reforms.
