    WASHINGTON (Reuters) - President George W. Bush signed into law on Monday a controversial bill that would stiffen penalties for movie and music piracy at the federal level.
    The law creates an intellectual property czar who will report directly to the president on how to better protect copyrights both domestically and internationally. The Justice Department had argued that the creation of this position would undermine its authority.
    The law also toughens criminal laws against piracy and counterfeiting, although critics have argued that the measure goes too far and risks punishing people who have not infringed.
    The Recording Industry Association of America and Motion Picture Association of America backed the bill, as did the U.S. Chamber of Commerce.
    "By becoming law, the PRO-IP Act sends the message to IP criminals everywhere that the U.S. will go the extra mile to protect American innovation," said Tom Donohue, president and CEO of the U.S. Chamber of Commerce.
    Counterfeiting and piracy costs the United States nearly $250 billion annually, according to the U.S. Chamber of Commerce.
    Rick Cotton, general counsel for NBC Universal, said the bill would give movie and music makers more tools to fight what he called a "tidal wave" of counterfeiting and piracy of everything from medical devices to automobile parts to media by organized crime.
    "That is at the core of what this discussion is about," he said. "It is not about teenagers."

    To be honest, I doubt they can enforce any new law effectively.

    this being the key. EU was talking about making majorly horrific punishments for pirates.. but yet the means of catching people actually commiting piracy remains hilariously slim.

    helps too when the ISP's refuse to cooperate with government! theyre fighting for our freedom! (amazingly enough)

    The only way they'll actually get a hold of piracy is if they actually have internet police who look for that kind of stuff, and mind you the man power behind doing something like that. But without something to that fact, it's gonna be impossible. But I have to give bush some slack at trying to slow the piracy problem in America.

    great, another over-paid position that will completely waste our tax dollars. Screw you Bush.

    Though, admittadly, if they could get medical supplies and car parts to stop getting pirated, that would actually benefit somebody.(whenever that kind of stuff occurs)

    Alright, can some American explain something to me? The Republicans aren't in control of Congress, the Democrats are, so at least some (or all) Democrats had to vote for this to get it through Congress. So why blame Bush? Sure, he signed it, and yes, he has veto power, but why only blame him?

    LOL, god I love being a criminal.

    I can't wait til guns are illegal.

    Alright, can some American explain something to me? The Republicans aren't in control of Congress, the Democrats are, so at least some (or all) Democrats had to vote for this to get it through Congress. So why blame Bush? Sure, he signed it, and yes, he has veto power, but why only blame him?
    Because most American voters are imbeciles, who will blindly support their party to the bitter end.

    And I say this as an American citizen proud of my country's long, long, long since glorious past ( went downhill around 1813..?) and not a fan of modern European governments either, so no I'm not one of the GODDAMN AMERICA SUX!111 crowd.

    The problem is that CD's cost closer to $20-$30 now because the media companies have been gouging.

    The truth is, most pirates can't afford or wouldn't pay for what they are pirating anyway, so pirating does not actually do the media industry real damage.

    How? By enforcing the law? Not that I'm entirely sure if this will do any good, to be honest. People will always find a way around it.

    My brother in law was the target of a kidnaping by intellectual property theives while he was in China. The got his invention but not him. This matters people.
    As a teenager, I was taken to various houses and flats above takeaways in the north of England, to be beaten, tortured and raped over 100 times. I was called a “white slag” and “white ****” as they beat me.

    The VAST bulk of piracy however doesnt fall upon that, its like saying no one should be stopped for running a red light because occasionally its a guy driving his pregnant wife to hospital. Im sure however the 5000 people d/ling Pro Evolution 2009 right this moment are doing so because they cant find it in stores
