1. After unpacking your data files and setting up your preference file for modding (io file_first), open up the data/descr_character file. Edit the value called starting_action_points to be higher.
2.For this one, you don't have to unpack or set up your preference file. Open your data/world/maps/campaign/imperial_campaign/descr_strat file, after making it non-read-only. Look for this:
