OK some commands in the Docudemons don't want as they should.
So far I have found out that "e_select_settlement" and "e_select_character" don't work in most of the cases.

alhoon is not a member of the infamous Hoons: a (fictional) nazi-sympathizer KKK clan. Of course, no Hoon would openly admit affiliation to the uninitiated.

Cant coment on the command you named (never tried them), but I tried to make a settlement rebell via the provoke_rebellion command. It didnt work, but I dont know if the command is just not working (as espected at least) or if my script was somehow bugged.

Increasing unrest has a limit, you cant go below 40% happiness I think. Theres a thread here someplace where I did some testing on it.

Unrest is tied to some of the settlement mechanics and you can specify other values than the defaults. Open that file and look for unrest maximums (I don't remember the specific tags for it).

From what I have seen till now, the command kill_character works only in certain circumstances.
For example, it doesn't work from the console, and when you script - sometimes - you can't have surnames following.
What I mean is:
kill_character Roger of York (will work - in some mods)
kill_character Roger_I of York (will not work, even if you have updated every file regarding the names)
Correct me if I am wrong, but those are my conclusions so far

Assign a label to your character, and this command should work:
At the end of your descr_start entry for Roger of York, just add 'label whateveryouwanttocallme',
and change your command to read: kill_character whateveryoucallme.
