Problem with Blender interface

I just got the blender and i have this problem, when i open it and hoover the mouse over the interface it blurs and blink it doesn´t crush but its almost impossible to use it.

My OS
Microsoft windows xp
Version 5.1[build 2600.xpsp.080413-2111: Service Pack 3
Graphic card : Nvidia 6600 (256 mb)
memory: 3072mb ram

Nope i got gimp, milkshape, gmax , lithunwrap, paint.net and all of them are running perfectly.

Then it seems to be a problem with the program itself. try googling your problem and see if anyone else on forums with such experience similar problems.

TRY CHANGING THE SETTING TO "ICE CRUSH" IT WORKS FOR PRETTY MUCH EVERYTHING!!!!!!1111

Well men i apreciate your help but you have to be more specific, on where do i find this setting i´ve been looking all over and there is nor puree, ice crush or anything, could you please elavorate?
