I cannot seem to find this elusive file, it is so elusive it doesn't apear in my manual and utmomated serches. any reason for this ir is there some special thing i have to do to get it?

You have to unpack it. Go to tools and unpack all the files. I think you should see it.
You don't have to unpack it. Just start a game, play one turn and it magically appears in the folder C:\Program Files\SEGA\Medieval II Total War.

Scroll down a bit and you'll find it. "medieval2.preference" and then below it says "CFG File". The .cfg extension isn't in the actual name.
i Unpacked it but when i searched again i didn't see but a lot of export descr stuff apeared
Do you use Vista?
Vista might change the preference file into the user files:
C:\Users\<User Name>\AppData\Local\VirtualStore\Program Files (x86)\SEGA\Medieval II Total War
Instead of <User Name> it should be the name of your Windows user account.
