I think that it's the same way as it was in Vanilla, you need to kill them to unlock them or go in the Desrc. Strat file and change them. I think not sure but if you look at you manuel(kingdoms) they tell you which faction is unlockable and others that or not.
where the reason im asking for a mod is because you cant unlock them with desc_star because they are factions that came later.
i'm pretty sure they're both non-playable because they're emerging factions and don't start with any real territory
you can use the console cheat control_faction "Venice or whatever to control them when they emerge

So no one has made a mod about them?
Quick search through the mod section: Venice playable. Don't know if there's one for Mongols but you can give the search function a spin.

In Soviet Russia you want Uncle Sam.
As Theseus said, you can use "control" command but note:
It doesn't work in campaign. Only in hotseat mode!
So start a campaign with any faction, wait to get to the turn when the needed faction emerges (the best way is to type "control <faction you started with>" to turn off the control of this faction so the turns are going very fast)
Type "control <needed faction>" then "control <faction you started with>" if you didn't turned it off as I said below.
Well can anyone just help me provide a mongol and venice both available mod or something, because i tried what you guys did and it didnt work and it sound complicated to me, sorry im not good with computers.
The hotseat just means start a game in multiplayer, choose hotseat campaign then you get to switch factions as you want so when Venice turn up write control venice into the same thing you type toggle_fow into.
