No I just had an idea for a mod but wondered if it would work thats all. So if I buy 5 units of peasants from Armarvir then move them into Kotais would that just go back into Armavir cause I think there in the same region.

No, each city is in a different region, so if you move peasants from Armavir to Kotais, then disband them in Kotais, then they add to Kotais' population, and are taken off from Armavir's.

When units are trained they reduce the population of their home city. Disbanding units adds the remaining men to the population.
Although this may disappoint some people, I am indeed alive, I just went inactive for three years.

As carthage in rome vanilla (quite a while ago now) I just gave up on Sardinia and Sicily, and so used this method with peasants to transfer population to my cities, and destroyed many buildings inside the cities before abandoing them to the inevitable roman attack.
Although this may disappoint some people, I am indeed alive, I just went inactive for three years.
Peasants. Not worth it in a large scale though.

I believe you can also do this with mercenries, which is much quicker, but way more expensive. I use this method if I want to get a village up quickly and it only has a few dozen people left to go. Also if I am at a top tier city level I consantly recruit peasants and ship them all over the world. A great place I found for this is Carthage as it starts the game as a big city with a big population and can transport to Spain, Sicily, Italy, Southern Gaul, Coastel Africa and Greece at a stretch.
So if I was to bring this to my mod.
Unit: Settlers [Peasants that dont attack]
Cost: 200 [Thats how much they need each to buy new homes and that in the new city]
Unit Size: 60 [Highest possible?]
Turns: 0 [They should be recruited straight away yes?]
This would bring a newer feel to it. And because there is a max limit to how much you can recruit it makes it realistic as if Rome is attacking your city you wouldnt get all the city out in time. And you would only know if there attackin when they cross your boarder so it gives realism.

And definitely put them on 0 turn to reflect their great numbers. Its actually a good idea for a mod, but you'll have to make them excessively weak so the AI doesn't spam them, so watch out for that. AI spamming peasants is a reason why mods have removed them, in some cases.

I'll most likely give them around 100-200 upkeep because they will be brought in larger numbers

You could possibly make a building called, 'Colonist Centre.' or something down the lines of that. It could only be certain after events, such as caputuring whole of a certain country, or the happiness level. Then you would be able to recruit the, 'Settlers' there and would stop the AI spamming them.
