How can I give diffeent Rep to a user???

Sorry if I don't know that but I have received some other Rep that as a symbol of a balance and one of a dagger.

How can if I need to give thoses other two to someone??

under every person's avatar there is a little plus sign in a green circle (unless they have disabled rep), click it, give ur reason for giving rep and voila!

like you said some people have different syombols, usually for being moderators or something, if you hover your mouse over them it should say.

most people just get rings and crowns though, i believe 1 crown=5 rings, check the FAQ though

Yes that I know of but I can't give bad rep or balanced rep

a balance thingy usually means the person has no rep, or a negligable amount (i think you need 3 to get ur first ring)

i think only moderators can give negative rep

Even though the reputation system in theory is quite a decent feature to a forum, I believe here people go a bit over the top with it. The above two posts prove my point. It's nearly as silly as deviantART where people make a big deal out of getting a criticism about their artwork. If you and Pfundner (please correct me if it is supposed to be Pfündner) were being serious then I find it sad. I would like my reputation to be earned, not just asking for it. Otherwise it serves no purpose, like the way post count is. If you have 5,000 posts it is meaningless these days because idiots can just spam. Meaning that the ones with fewer posts tend to make posts that actually have some content in them that is of interest rather than the childish "lol" statements.
