Falling behind

I am playing as the Ottomans, and I always seem to fall behind in all the technology. Any suggestions

Economy, I am always in the red on a monthly basis, unless I turn my army maintenance down, is that the key?

Where can I find a good FAQ on the government changes, i.e. Westernization and what does it do, changing to an empire, what does it do, and so on and so forth.

Any help would be greatly appreciated.

Just follow the instruction on EUIII Wiki and everything would be fine after some waiting...

By the way AI usually stop leveling their tech after lvl10...
