can not build fort issue

hi all, this might be a general RTW question instead but i am playing this mod so i wanted to ask. i am trying to defend patavium from incoming stacks of macedon while i fight carthage and gauls. earlier in the game i had a fort west of patavium at that bridge but now it wont let me rebuild. i sent generals or family members up there but nothing, it says i cannot construct a fort or watch tower there even though i have enough cash. whats going on?

There could be a spy in the area. If there is a unit in the area you won't be able to build a fort. Send a spy into the area yourself.

The other thing it could be is that a flood (or similar) happened in the area.

i have looked in the area and there are none, there are enemy units in the province but not directly adjacent to where i want. i have many other forts at other places and some watch towers but again not adjacent to this spot.

it seems i cant build a fort in the entire province, although i have had a fort there earlier in the game.

It's going down the line of some natural disaster in the area has made it impossible to build a fort.

It could always be a map glitch (it does happen sometime). Locate and delete (or rename) the map.rwm file (data\world\maps\campaign\imperial campaign). The file is regenerated from other files in the system if it's not present. The game will take slightly longer to load.

Something I just discovered -- an enemy Spy in an adjacent square makes it impossible to build a fort. Often, you can't see the spy, so it seems like there's no reason you can't build. Have one of your spies scout the area, if you see an enemy spy, 'push' him out of the way by walking a unit onto his square...
