They're part of the Revolt CTD fix. When a city revolts, it needs a unit that is guaranteed to be trainable, which in the vanilla game in peasants. Without that, the game is liable to crash to desktop when a city rebels.
That is true that that unit is part of the revolt hotfix. If you've just captured a city this will most likely be the only unit you can build until you've upgraded your auxillaries first. To get the proper velites you need a practice range also. That why it seems like you can build only one type of velites first off.

when a city revolts, it doesn't actually pay the 30000 pesos. revolting is for freeeeeeeeeeeeeee!
Yeah I don't think the AI actually builds the hotfix units, it just needs them there as an option to build other than just nothing because the previous owners barracks differ from the revolting faction.
Well I dont use velites much anyways... and as long as it solves the CTD bug I'm happy... It's just that it freak me out when I almost pay 300000 Gs in a patetic velite pice of crap unit... Revolting is for free? jajajajajajajajajajajaja thats funny
Yeah ha ha. But anyways, I'm surprised you don't use javelins much. They are really useful in softening up an army. They take out horses well no to mention elephants. I'm not saying play with alot of them or none of them, you just need a few units to add a mix to your army.
I dont use velites that much... but of course I use some sort of missile long range unit... mainly mercs or archers, but velites nop... of course every once in a while I like to make an exact Polybian Legion and use velites and auxilia, but I'd rather hire mercs... they are faster to recruit (you just buy them) and you dont have to transport them to where ever the hell you are fighting (they pup up with the general)
And of course when I get to greece or Asia Minor I always use archers... much better than velites![]()
Mercs are good in a pinch but I really like having a uniform standing army. One I can bring back from the front and retrain if need be. Not all mercs can be retained in all areas, but your standard javelins can(provided you've built up your cities along your warpath of course). Now archers are a real treat when you come across them. Thats why I said its good to have a mix and not rely soley on one ranged missle unit. But hey everyone has their own play style and thats just what I like to do.![]()
