    Default EU pushes for stronger ties with Kiev

    PARIS, Sept 9 (Reuters) - Leaders of the European Union and
    Ukraine said on Tuesday they expected to conclude a pact next
    year on deepening ties but the 27-nation bloc stopped short of
    offering Kiev the firm membership pledge it had hoped for.


    Despite concern about Russian moves to roll back Western
    influence after intervening in Georgia, many EU states have been
    unwilling to offer such a pledge because of waning public
    support for EU expansion, Kiev's poor record on reform and a
    desire to avoid further straining ties with Moscow.


    A declaration agreed between EU leaders and Ukrainain
    President Viktor Yushchenko acknowledged Kiev's EU aspirations
    and status as a European country and resolved to launch talks on
    visa-free arrangements for Ukrainian citizens.


    The leaders also agreed that a broad pact under negotiation
    would be called an "association agreement" -- wording that can
    imply the possibility of future EU membership.


    There was no explicit offer of future membership that
    Ukraine has been seeking.


    But French President Nicolas Sarkozy, who holds the rotating
    EU presidency, told a news conference: "It is the first time
    that the European Union has made such a clear statement about
    Ukraine's European calling...This association agreement does not
    close any path and even opens some."


    "This relationship is already very dense. We want it to be
    deepened, we want it to become an exceptional relationship."


    EU External Relations Commissioner Benita Ferrero-Waldner
    told Reuters that while there was no membership offer "we are
    not prejudging the future".


    Yushchenko called the summit an "absolute success".


    "Today we are starting a very ambitious plan that should
    lead us to ultimate victory," he told the news conference.


    "The main thing is that today we qualified as a European
    country...This is the first step of this great road, which all
    countries that then became EU members, walked on."


    He said Ukraine expected the association agreement would be
    signed in the second half of 2009. Sarkozy said the deal would
    be completed next year.





    KEY ENERGY ROUTE


    Ukraine is an important energy route for Europe and seen as
    crucial to the long-term goal of the EU to secure its energy
    supply, for which it relies heavily on Russian oil and gas.


    An explicit statement of future membership prospects has
    been blocked by the Benelux countries, with Germany and Italy
    also not keen, not least to avoid straining ties with Moscow.


    Britain, the Nordic countries and former communist states
    such as Poland championed Ukraine's cause.


    Ukraine's ambassador to the EU, Andriy Veselovsky, said Kiev
    was a victim of a lack of EU unity but had still made progress.


    "Of course the recent developments show us that we would
    wish more and it is necessary for the European Union to give us
    more," he said in reference the Russian intervention in Georgia
    and concerns Kiev could be the next target for Russian pressure.


    Russia has been incensed by the pledge of eventual NATO
    membership to Ukraine and Georgia, another former Soviet state,
    and many see this as the spur for its intervention in Georgia.


    Russia agreed with Sarkozy on Monday to withdraw its troops
    from Georgia's heartland within a month but there was no
    commitment to scale back its military presence in two Georgian
    separatist regions.


    Sarkozy said there was no sign in his talks with Russian
    President Dmitry Medvedev that Moscow wanted to shift the
    borders of neighbouring Ukraine.

    That's the first step in the right direction. Before this there was nothing for the Ukrainian people to encourage them to support the reforms except broad and vague encouragements. Lifting the visa restrictions and an "association agreement" which would mean most likely a trade agreement and funding like the SAPARD (modernizing the agriculture) and ISPA (improving the infrastructure) programs are quite tangible. Given SAPARD and ISPA-like financing would require all the equipment and major contracts to be purchased/awarded to corporations from the EU, it also means huge business opportunities for the EU firms (given the size of Ukraine).

    As the recent history in Eastern Europe shows, the possibility to join the EU is a very strong motivator during the transition towards a functioning democracy.

    This is very good indeed for the EU Ukraine is an important country in the region.

    And this will be an important step to close russia in and demonstrate the incredible amount of economic and political power of the EU.

    I like that the EU is beginning to show maturity in this and with the russia issue the EU is going the right way

    There wont be floods of Ukrainians and they are not yet guaranteed membership read the OP post this is in connection to russia and the EU its using its soft power to alienate russia and gain a much bigger prize than abakazia and South ossetia.

    This is a good move by all means.

    For sure not Romania: currently we're importing workforce from China The Ukrainians are culturally closer so less likely to cause cultural differences related problems (though the Chinese aren't causing any troubles either as they customarily keep a low profile and mind their own business all over the world). Besides we have an Ukrainian minority already for centuries and they have the reputation of being hard working and reliable.

    Most of them come to work for a few years to get money, then move back where most stuff is still cheaper and live better than they were before. Most EU countries welcome immigration, when those immigrating actually works.(maybe not some very nationalistic parties). In many western countries the national population doesn't want to do all types of work. Sometimes the workforce is simply too educated, and refuses to work as cleaners and the like.

    So in my opinion, as long as they work, they are welcome.

    Yep, which causes a serious shortage of workforce for our economy. With an estimate GDP growth of 9% by the end of 2008 all those workers abroad are missed at home big time.

    Hence the need to officially import Chinese (through a bilateral treaty signed by the two governments).

    However there's light at the end of the tunnel. A recent poll showed only 9% of the Romanians would want to work abroad as opposed to 38% last year. Apparently one year of EU membership changed a lot the situation here. The same thing would happen when Ukraine or Turkey joins.

    Russia wont join the EU for decades while you have some friends everyone of the countries in the EU that hates Russia has a veto. The best Russia can hope for in the next couple of decades is to get a turkey style situation were it would be within the EU economic zone (like the Norway) but not in the EU. While it would bring economic benifits for Russia it would give the EU an enormous amount of leverage over Russia - Medevev backed down after the EU canceled partnership talks - the EU could threaten to revoke their membership of the EUs economic area if they tried to show off by invading another small country.

    The Ukraine entering the EU at some point is a good thing - it gets it out of Russia's sphere of influence and into ours. The EU should expand right up to Russia's border and should expand its influence in Africa as well as the middle east.

    Russia would try to postpone it as long as they can.

    They already "lost" Romania to the EU, but eventually, Ukraine will join, whether they like it or not.

    I, as a European, welcome this, but I don't think it will happen any time soon.

    Porbably the ukranians will flood in masses to to west europe newspaper and people will go there taking all the cleaning jobs how dare they just for the sake of winging and then in a few years go home so im not really bothered.
