Why? Because Putin and Russia have a say in who can and cannot join NATO? I'd say its more like, "let's wait and see what the European members of NATO have to say." As they will suffer the most from any Russian backlash. If Europe has any balls, they will let Georgia in, but it only takes one country (I believe) in the alliance to veto any ones membership request.
Ultimately yes, they do because anyone who questions them or challeges them will be seen as enemies of russia while countries who keep out of the way will be seen as weak and not a threat and not targeted by russia's vast army.
So i think you understand now (hopefully!) that russia is much more powerful than anyone is making out true, europe will feel the backlash but that wont stop russia deciding who's a threat and who isn't.

Oh God... I have mixed feelings about this move.
If the US is determined to do it,it may push Russia to act. Remember, they still have troops in Georgia and with Cheney's statement it will take even longer for them to "withdraw"
Russia liked the sanction-free EU summit and it may be encouraged to stirup in Crimeea(Ukraine) and other separatist regions right at EU's doorsteps...
But it's still a long way to go before Georgia even recieves the MAP so anything can happen.
Cheney also said the Iraq insurgency was in its "last throes" a few years ago.
Cheney also said Chavez was President of Peru.

He said the US would back Georgia for membership in NATO, but several other members of NATO can be counted on to block Georgia as long as there is any prospect of further conflict with Russia.
In other words his statement was a symbolic gesture, and there is zero chance that Georgia will join NATO in the near future.
