Also, I have another question, how do I raise population growth without changing taxes? My public order is 145% or something like that with Very High Tax Rate, but then I get -1% pop, so I have to use Normal Tax Rate for the population to stay at 0%, what should I do? I have upgraded all farms and trade buildings, I still have churches, school, library, coaching house etc to upgrade, will that help?
uhh maybe the town is already maxed out in terms of population. Btw public health affects your population growth directly
It does? Thanks alot, that explains some, I still haven't upgraded City Hall, doing it right now. I doubt the pop is maxed, I have Huge Stone Wall and about 30k pop.
1% Pop decrease is pretty much tho, will it just keep getting lower or will it even out with time?

Check the settlement details. Maybe you need more farms, or a brothel. A high chivalry general has good effect on population too.
Yes but if you have a huge city you don't want more people... if its too hard to control, let it rebel and the EXTERMINATE.
