I believe the trait you're looking for is GoodCommander. So, to get "Legendary Commander", you'd probably need something like:
give_trait this GoodCommander 4

I knew I'd posted a detailed explanation of finding out what a trait is based on what you see in the character scroll. Finally dug it out. See here:
