    I assume you're talking about HoI2.

You should make sure you have a field marshal with an HQ unit. The HQ doubles your command limit (also for adjacent provinces) and increases stats.
P.S. when defending, command limits for all commanders are doubled.

As for mountains, the defenders always get a great bonus in there, so if possible, surround them, or use CAS to soften 'em up.

If the enemy is still too numerous, attack with only some of your units to avoid the command penalty. They will lose, but weaken the enemy. Then send in the rest of your men.

    Promote your generals obviously...

And what year are you now?? Against Japan in China the best way is using armour and mechanical infantry to encircle Japanese quickly.

No, skill has no effect on command limit. If the Japs are attacking with that many units, it means a lot of them are subject to the command penalty, so they won't be fighting at full efficiency.

As an example; if a field marshal (without HQ) has 14 units in his army, then in offensive battles 2 of them fight with a 75% penalty. If a general is attacking with 50 units, 41 of them have the 75% penalty, etc etc.

America is usually rather docile, they attack Japan and Germany after certain events. If you have a very high belligerence though, they might attack you.

That sucks about America i were relying on them to help out with Japan considering they control nearly all of SE Asia.

Na, Japan is weak; just encircle them several times and their manpower would screw up.
