I think for the background textures, the file you want is sharedpage_00.tga folder in the data\ui\*culture_name*\interface folder. Not sure about the text though.

I'm guessing the text has to be a "value'd" setting like 255 233 55 or something like that, that will generate the colours from a scale, then broadcast them throughout the game at various placed menus.

I hope someone can find it though. Again thanks in advance.

Yes the background textures are found in the TGA files within your culture's data/ui/[culture]/interface folder.

I don't think anyone's publicly discussed the location for these text colors, but I know the file which sets the colors in the main menu, so I'll write about it when I get home.
