I suppose theoretically you could move all catholic factions besides the Papal States into a sub-catholic religion with a script, and then free the papal states AI and provide defensive scripts so that invaders will be repelled. Then at specified date convert all catholic factions back to the main catholic religion which has the crusade ability. Rinse and repeat. However I'm not sure about commands to call crusades via scripting, never really looked into it because am not interested in that feature.

I've tried and failed to have crusade's run by script, unless they can be console commanded for the pope as a mission I don't think its possible.
If you just want them disabled for a while, set the catholic factions standing with the papal_states at 0.1, it will take many turns for them to recover enough to call a crusade.
There may be some knock on effect with excommunications though...
The standing fix is only going to work in-so-far as the old geiser Pope doesn't kick the bucket also. At any rate CA never really planned for a no-crusades game, they never seem to plan for any modding. I wonder what would happen if the papal states AI was frozen :hmmm:

There are a lot of commands,events and conditions that would have made modders' lives a lot easier if they had been made. Not to mention all those dastardly hardcoded limits![]()
