Changing settlement plans, models and all the associated coding and pathing etc. require an enormous amount of time and skill to complete. Even then a complex city like Minas Tirith could never really be done justice.

There is a guy, Thor, doing a great job in creating Osgiliath (and a part-development of Helm's Deep) but these things have taken a very long time to develop (probably a year now) and are not yet as he wants them.

For a mod to focus on these things before finishing everything else would have been disastrous - it would never have been released.

It's a little disappointing, sure, but if a city like Minas Tirith was created in that way wouldn't it be pretty much impossible to capture the city by attacking it?...I mean even with a weak garrison the battle could go on for hours before the enemy would reach the core

Well, as far as I have played, Minas Tirith is very defendable. I have only gotten sieged once, and I must say those walls are tough to crack, not counting all the Towers in the city
