Probably. But vassals are badly thought out - they're so passive that the weakest AI walks right over them.

It is impossible to set vassals at the start of the campaign. It has to be done later on with diplomacy. Vassals can themselves have vassals, but I'm not sure if the vassalage "transfers" to the top level lord.

You may me able to screw around in program files though.
