Removing Border Outlines?

I've got no idea where to post this so I'm just going to try here. Mods please move if necessary.

I want to know how to change the border colours for regions on the campaign map as the same for central regions. E.g The Julii, change the black outline to a red outline, meaning the regions look like they're all joined together neatly as one huge patch of red on the map. I know there's a file that needs to be edited and I used to know this but I've forgotten so I'd really like to know.

you should just have to change the secondary color in the sm_factions.txt in the data folder.
