Forts in Americas
I read somewhere in an AAR somewhere that the narrow pass to the west of the starting Spanish city in Central America would be a great place for a fort. Until that point I didn't even realize that there are forts in the Americas. So can someone tell me what level of prestige I need to get them (It isn't level 2 or 3 I think) and what levels gets ports and gunpowder?

I've never been able to build forts either on the america's campaign which is a shame as you really need them playing as New Spain when your vastly outnumbered by native armies.I thought it might be down to bug in the game, unless someone can tell me otherwise.
