Will give a nod to this mod. It works as specified, you play as the rebels and control all settlements. You can build buildings and units of the local culture type of the particular settlement. The settlements you capture get the culture type of whatever rebel group you captured it with.

It's pretty much impossible to win this mod, since as stated it lets you control the rebels, which means tons of under-developed settlements with low garrison spread out and attacked by all the other factions. That being said, it is fun since you get to control Brigands that pop up all over the place, and if you focus enough on developing one area, such as Greece or Asia Minor, you can usually start gaining a foothold and standing up to the large factions.

I have been playing RTW for 3 years and I consider myself as an excellent player.I played majority of the mods released here.Almost every campaign I played, I played on vh/vh.I am a blitz player,so if you want to win with Rebels you must beat other factions with blitzkrieg.Iplayed this mod on vh/vh and I completed the objectives in 252 B.C.So,I captured all 103 settlements in 18 years.If you want to complete this campaign you mustn’t lose Athens,Palmyra,Apollonia and Chersonesos.Why?Because these towns you will use as recruiting centres.Disband all your armies in every settlement except armies in these four towns-this will give you necessary cash.Apollonia and Athens have Greek Cities culture and with armoured hoplites you will crush Roman invading armies,but you mustn’t allow reforms.Palmyra will give you horse archers because it has Parthian culture and with them you will conquer whole Asia and Africa very easily.Chersonesos is influenced with Scythians and again with Scythian horse archers who can be recruited in barracks whole Europe is doomed-because you can recruit them in towns with barracks and they can be very lethal especially to other barbarians.So with Greek Cities units destroy greek and roman factions with Parthian units destroy eastern factions,Seleucids,Egypt,Carthage and Numidia and with Scythians crush Barbarians.If you do like this you will see how easy it can be!
