not sure, but you can use the cheat that adds population (add_population "desired population" "settlement name")

The add_population is annoying, cause sometimes it makes your people crazy.
But i just decrease, so after that i have the target settlement type i have, in addition to lower population, so no more riots!

You also need to make sure you edit two areas. You have to change the number in the "upgrade" portion to whatever population value you desire. Additionally, you need to edit the "Minimum" and "Maximum" population levels for each settlement level to insure they follow the progression properly. The Minimum insure it doesn't drop below that amount with plagues and such, whereas the Maximum obviously needs to be higher than the Upgrade value, or you will never be able to upgrade the settlement because it maxes out before the required amount.
