I'm adding 9 kingdoms factions into medieval 2 but I want to know if it is possible, I mean there are all ready 24 if you count Normans and Saxons, but do the Normans and Saxons affect the grand campaign?

Why not remove saxons and normans, or do you need them?

I'm almost finishing with the other faction, so the easiest is to remove the Normans and the Saxons. Or I can also keep them and then keep the Apache and the Mayans of the grand campaign.
