They must be very economic/commercial important there. Should has a lot of mining resources to exploit especially bonus from mine.

Why update the map? Their can't be more cities without using existing cities rite?
I think we can probably add one more usable city by cutting the uncapturable city in Arabia, and making the two uncapturable regions into a single region. This would require some testing to make sure that the AI doesn't get upset, but given that the AI currently ignores both regions, I expect it would work.
However, if I do add another city it's more likely to be Pelousion.
One idea I have been thinking about for Sardinia is spawning a local uprising if Carthage loses control of the region.
I can increase the unrest level (which would make the settlement harder to control) but unfortunately rebels don't seem to spawn on single region islands. Sardinia and Corsica are already set up to have serious rebel problems - but it never happens. I think the only way to get the right effect is with a scripted uprising.
