No characters types are Hardcoded.
I don't know anything about the way agents work, haven't any reason to look into that yet, will probably just limit/remove some agents by not including them anywhere in the EDB and running a global script to have any instances of them removed each turn. That being said, could this problem perhaps have stemmed from the fact Inquisitor powers are a lot like the Papal States or the Senate, one of those things that maybe there's some hidden parameters somewhere we don't know about?
