Genocide or Growing Population?

I have noticed playing the Britania campaign that in the city of Cardiff, there was a 4% Welsh majority over the English, but after I failed to capture the city as wales, the welsh population suddenly went down, and downer.
it soon wnet to only 6%
is this genocide?:hmmm:

excuse me, but what does dand means? Ill assume it means didnt, so my guess is that the population 'loses hope' in your faction as a future ruler and walks over to the enemy. I've only played the Brittannia campaign once, so I dont know exactly anymore how the culture system can be affected.

If you own the region/settlement the culture is turning slowly towards yours
if you got a governour in the settlement the culture is turning faster towards yours
its like religion

so if e.g. a english settlement with 100% english culture is captured by the norwegians
the culture of this settlement will turn into norwegian

the rebels maybe have one of the faction cultures


but to answer the question no genocide, cultural "conversion"
the people give up thier old culture for that of the new ruler/king

like the people who immigrated to the US from Europe they are now in the 2nd 3rd or higher genaration living in USA and therefore are now alien to the culture
of thier ancestors

Putting your spy into the settlement will increase your culture there as well. A bit like the religious conversion with priests.
