I've had many heroic victories when I have a general, but that never got me anything... I've only gotten Man of the Hour from heroic victories (when I have a captain)
It is much harder to gain command stars in SS than in vanilla where it was far too easy. Vanilla was basically a 10-star-palooza. You still get command stars from winning battles (clear and heroic victories) but the chances of getting a command star from victories has been reduced.

This might be it if you're running BGR. I personally dont, and although I don't have the command star fest that I have in vanilla, I can still max guys out, and its not too difficult to get them up to about 5-ish command. Guys I use a lot eventually max out, or at the very least get 8.
EDIT: If you attack a force then click the retreat flag, you will almost certainly loose a command star (this is to discourage doing it to effectivly spy on the enemies force). Check to see if your Generals actually have gained some command traits but they don't add it. If they don't, this might be the case.

Does your general have to be physically killing a lot of your enemies in order to gain command stars? Or does he just need to command your army correctly to win a battle?
As long as the army wins with odds of <=1.5 to one, he will get a chance of a command star, killing people gets him other traits.

I took off BGR myself but kept RR so now i can usually get at least a couple of command stars on some generals when i make an effort on them, i did find that BGR made the game a bit too complicated for me, it was still good but in the end it got frustrating having to keep the king and heir in their city or fortress to be able to build any good units.
I still think it was a very interesting mod especially for the templars but i prefer SS6.1+RR for my longer games

Be sure to check the General's city duke seals. If you capture a city, often the next turn your MILITARY minded general will become the duke of the city. Often this stuff is for administratively minded generals, because it increases trade, and more importantly, often LOWERS COMMAND.
Be sure to check on that cause it's sure as hell annoying for me.
