i think its from the final tier of cities or they become armoured at the marious reforms
I think it is tied to the Marius Reforms. When a Roman faction triggers the reforrms, all factions get the "improved" bodyguards. (For a few factions, and in the minds of a few players, the new units are not considered better.)
As you upgrade your city into progressive tiers your bodyguards become progressively better, and in the case of the Romans the Marius reforms will also automatically upgrade your bodyguard units.
Bodyguards do not become progressively better. They remain the same in vanilla as long as the reforms do not happen. You can ofcourse upgrade armour and weapons, but they will not change unit untill the Reforms.
Mods change this, and you will receive changed bodyguards with the highest goverment building.
BTW, in vanilla this might also be the case but only if the Reforms have happened. The highest goverment building, Imperial Palace doesn't do anything without the Reforms.

the improvement happens after reforms. but i hardly find an improvement for some factions. for example how can a stupid week cavalry be better than chariot general in case of eygept?!?!

For bodyguards to switch, the trigger is the Marian Reforms. After the Marian Reforms trigger, all bodyguards will switch to the 'Armoured' variety. There have been bugs where the bodyguards of already living generals don't switch in some mods, I can't remember if that applies to vanilla as well.
If there are any unit changes to a faction in vanilla, it has to be tied to the Marian Reforms, as there is no other trigger that could be used. Some mods (EB) use scripted events to simulate reforms for some factions (Rome gets 3 reforms rather than 1, TSE gets a Cataphract Reform once certain conditions are filled etc.)

If your Romans, sure. If not, only BI has the 'improved generals bodyguard' description in its highest level government building. Its kind of ambiguous, I believe it refers to being able to train the better bodyguards as recruitable generals. In vanilla bodyguards are tied to the Reforms.

Alternativly you can mod the game so that you get praetorian cav as your generals bodyguard from the get go, downside of this is that all romans get it.
I did it once but have now forgotten how but if you look in the Rome workshop or ask there you will find out
