I played as France and took many settlements from holy roman empire,
I wanted to declare cease fire, but they refuse, even they was losing the war,
I was in war against other nations and they also refuse cease fire.
why can't I cease fire with them??? Is this a bug Or this is for all persons???
I have this problem in other campaigns.
    I installed patch v1.2.
    sorry for bad English.

On the diplomacy screen check the faction prioreties, if it's not peace and your sharing a border with that faction ceasefire is out of the question.

To increase your reputaion don't use the sack or exterminate option when capturing cities, free prisoners after battles and be nice to other factions.
I think only the last one needs an explanation. When you have diplomatic talks with an other faction, at the bottom of the screen there's information about your offer(very demanding, demanding, neutral, generous, very generous). Try to be generous. Even when you break an alliance there is this information. If breaking an alliance is demanding to that faction your reputaion will suffer.

If they had no money as you say they did, then they wouldnt have anything to pay you with. And their priority would of been cash so they asked you for some. I dont think the AI is smart enough to factor in the specifics of that situation. All they see is an empty coffer and an enemy asking for ceasefire.

why would you want a seizefire if they were that weak, at least get them to be vassals

How exactly does having a vassal work in this game? Ive always just gone for the gusto and destroyed enemies, do you get any control of vassals? Ive tried once or twice getting one but they always come back with "WE WOULD RATHER POOR BOILING OIL DOWN OUR KNICKERS THAN BOW TO YOU!" maybe its because websters would define me as a "Tyrant: a ruler who exercises absolute power oppressively or brutally"

Sometimes its cheaper to give them gifts so the relations improve. Offer the ceasefire after improving the relations and it may change from very demanding to very generous. If relations are terrible or abysmal, it's really difficult. But you can get a cheap peace with poor relations or so-so.

Nochy, your problem is that the AI sucks, particularly the diplomacy AI. I suggest amping up the battle difficulty to at least make those harder, but incraesed difficulty on the campaign map just makes the enemies smarter military-wise, but their just as diplomatically challenged as before. Hopefully ETW fixes the diplomacy system.
