\data\world\maps\campaign\imperial_campaign
is a descr_strat file in there you will find the line "timescale" change it to 0.25 i think

But SS uses a different timescale anyway, 1.5 years/turn for the early era, 1 for late.
btw the search button doesn't bite

I am not an expert on this, but I believe the minimum amount of turns per year you can do is two. I cannot remember the file you change, and cannot look it up as I am currently playing a campaign. There is a submod that changes the turns to 2 per year and makes all of the necessary adjustments to population growth, build times etc to compensate. Look it up in the submod forum.

As gasoline said, it is the descr_strat.txt file.
However, it is located in the \data\world\maps\campaign\custom folder, assuming you use the late era campaign. (if playing the early campaign, use gasoline's path)
No idea if a 0.25 (4 turns/year) timescale works though, never tried.
A submod is probably a better idea than just adjusting the timescale yourself.
