I'm not sure about in Britainnia but in the main game you can add one extra culture. I imagine the limits are the same.

Ah, gotcha, I guess I sort of knew that already but just hadn't connected the dots as far as labeling is concerned. I think it was the TC that confused me, since the Brittania "cultures" aren't the internal cultures, it isn't north_european that is getting percentiles per province. Anyhow, got the picture now.

One thing I wonder after doing some more work and coming back to this. Has any mod successfully implemented 10 religions(including heretic, obviously)? Or even just more than the default. In the descr_regions file you need to give values to the existing religions, I guess it wouldn't be hard to divvy that up into more slices of the proverbial religious pie, but I personally have never seen that. Would be interested to know if anyone has endeavored to add the max religions and put them all in descr_regions and insure it works, or if it is just speculation based on hardcode.
