Calling Jihad

A few words about calling Jihad. Currently in all the mods, Jihad is called by an Imam with a certain piety level. However, this is historically inaccurate. The imams were not able to call for Jihad, that right was reserved exclusively for the heads of islamic states, the Sultans. I think it would be a great idea if that could somehow be altered. What do you guys think?

You are right. Theoretically, Jihad couldn't be called by a humble Imam.
Someone else asked this question a while ago and answer was that they wanted to make Muslim Imams as powerful as the Catholic Pope.
Therefore, if Pope can call for Crusade, then its a Muslim Imam that can call for the Jihad, just to make things more fair and balanced.
As far as I know, it cannot be altered.

Well the iman is under the control of a sultan or similar.

If a Jihad is in progress, can the Pope approve a Crusade request against the same target or faction?
