Could someone please help me - I need to convert a TGA file to a DDS file for new units in my upcoming mod - does anyone know any good utilities or programs to help me do this - I tried infranview but it does not give me that option ?

Try Paintdotnet. It recognizes dds files.

Gimp is free and has a dds plugin. You can edit the textures and save/convert them to dds and generete the mipmaps too.
And there`s also the ddsconverter2. You can find it in the downloads section of twc iirc. You can`t edit textures with it, but you can convert tga to dds and generete the mipmaps while you do it.
