Hey, I'm playing 5.1 (because my dad's computer goes WAY to slow with 6.1) and I've gotten 3 heroic victories with 1 general against the turks (as the Romans) but he's still only got 1 star.

heroic victories = chance of more stars
Nowhere is there a guarantee of one. You've got to read the fine print.

Its because of the point based system, with each victory it would bring a number of points. Theres a trigger to "up" the trait by a chance. If you get a herioc victory this is 100% i think. But its still something like 1 point for the first rank , Then 4 for the second then 8 for the third, 12 for the fourth and 16 for the fifth and last or something.
Its like adding to a counter, If theres a herioc victory add one to "Good_commander" trait, If "good_commander" trait is 4 then place it in rank 2.

I think your general get stars only if the battle ratio which you get an Heroic Victory is <1,5:1
"GoodCommander has 5 levels with 1/2/4/8/16 thresholds, and you'll get 1 point in it for any and every battle you win with odds <2.25"
