    Default Ships leaving blocked ports

currently playing a campaign as genoa and was blockading cairos port which had some ships in it, after the end turn the ships were not in the port, question is can the ai disband its units and does it disband some or can the ai just sail through the blockade?

Blockades only halt commercial naval traffic, so admirals will be able to sail through them without a problem.

If you palce two fleets at the corners, you'll block in the enemy fleet with your ZoCs. They'll still be able to work their way out one tile at a time, though.

You could also just attack the enemy fleet in port. If you select your fleet and then individually select the ship units within it, you can then right click on the enemy fleet in port and attack it.

Yea, that worked in RTW also. But the ships you attack will likely stay alive (only some crew will get killed) and the ships will leave port immediately after the attack, free to attack your trading ports.
