I'll avoid the possibilities of what I could do with the whole KK thing anyways I believe we're starting Osgiliath as 2 settlements with very low population and almost no buildings built in it and no walls if we can get that to work
I have my own opinion about this...
Maybe East Osgiliath and West Osgiliath could be advanced cities with many buildings already builded but every single building in those cities would be almost fully destroyed so that it would take lots of time and money from Gondor to rebuild East and West Osgiliath.![]()

Buildings really should be ruined, every building would have damage about 90-99 % percents in the beginning.
well my problems with the buildings being fully upgraded and just destroyed is that it will only take 1 turn to fix them all which is why I said it should have almost no buildings as it will take more time and cost more as would be expected
i rekon it should be a fully grown cuty, i.e. it has the largest walls it can have, but like counter said, it has no buildings, this way it has the capacity to have full everything, but it will take a lot of time and money

I don't think Osgilaith ever had walls. And as Counter said the city size is determined by the walls. I don't think there is a real need to put in the effort to find a way around it.
As for the buildings I once again agree with Counter. Being able to rebuild the ruined, basically deserted city in one turn would feel like cheating to me and make me ask "if I can rebuilt it so quickly why wasn't it done before?"
well maybe if we can get custom cities we can just have a bunch of buildings around the walls so it would just seem more like a interior defense and not a wall around the whole city anyways all the fighting in Osgiliath was within the city

If it costs a preposterous amount of money to rebuild all the buildings, it would be a really neat idea to have them present but 99% destroyed. That way, some rich player after a long time can rebuild Osgiliath, and make it his new capital, restoring during the Third Age that ancient kingdom.
yeah but unfortunately as we said that causes the problem that you can rebuild it too quickly due to how fixing buildings work of course if a "destroyed" *insert building type here* was added to the tech tree's and the next tier of buildings was the fully or nearly fully upgraded building then you could have the high cost and time added in
so for example Osgialith has a "ruined" barracks and if the barracks is present it will allow the construction of the fully upgraded barracks so when you click on it you'll have to pay alot and it'll still take a good 10 or 12 turn to build which will make the reconstruction be a difficult thing to pull off and still be rewarding
Ok but that's why I mentioned cost in my initial post. Imagine some way to make these buildings cost ridiculous amounts -- let's say 20,000 for the barracks, 50,000 for city_hall, etc. Then sure, the game doesn't forbid the player to rebuild all these "in one turn", but that is actually far from what will happen. What will happen, if a player does indeed choose to try and rebuild it, is that it will take a lot of persistent effort, and many, many turns.
I agree with Signifier One if you want to have an Osgiliath in the first release thats destroyed I think the best plan would be to do what Sig. is saying.
