Yes, take a look at the vanilla descr_mercenaries file. I would imagine you can use both start_year and end_year on the same line, but if not then tie it to an event_counter.

I think they cant be spawned by rebel armies if the owning faction cannot recruit them. For instance they will never spawn a gunpowder unit until the gunpowder event fires. If you set restrictions on the regular factions ability to recruit a unit, the rebels shouldnt be able to spawn it either.

Actually, rebel generals will recruit mercenaries...but that wasn't what I was asking.
I already know the file. I am only asking if there is a way to restrict spawning.What you are looking for is data\descr_rebel_factions. Not sure though if it will accept restriction like you were looking for.
