This ..... Bug or Error

Well I was playing game and sometimes when I skip the next year the factions on there turn will have this ...... on them and when I go to menu it also has this ......, it goes away but it's starting to annoy me is there a problem?

by "this" do you actually mean: "......" i.e. dot dot dot dot? Where is this manisfested exactly?

It is usually on the factions like Denmark.... and in the menu like Quite Game.....

To me, it is a bad install. I would say unistall the game and reinstall it.

Well when I installed it wasn't doing that, but now it is, it sometimes goes away, but I don't know what it is, maybe becuase my computer is super-crappy

As in crappy processor? low end video card? low memory? Bad monitor? All the above? They together will ruin your graphics output.
