Mūmakil will be for Harad only because Mordor would be little too overpowered with mūmakils.

Probably chieftains of Haradrim or men from Harad who were trained to ride mūmakils.

In the books, wasn't Harad more like an Empire then a Chiefdom? Thats the impression I got anyway

In the books it's said that there were many different kingdoms in the South. Here's the quote:

'Tis said that there were dealings of old between Gondor and the kingdoms of the Harad in the Far South; though there was never friendship. In those days our bounds were away south beyond the mouths of Anduin, and Umbar, the nearest of their realms, acknowledged our sway.'

They were most like the cities of old england during the roman invasion. They were not all together but during times of intense war they could appoint a single leader to rule all the cities and lead the army to war.

Some were probably tribes, some more "advanced", especially those who came into contact with, and were ruled by, the Black Nśmenóreans. There's a lot of 'probablies' and speculation here as Tolkien never described them in depth.

    I'd say that's speculation.

So they're more like Medieval Islamic Tribes answering the call of a Holy War.
Might want to give Harad the Jihad ability with Dark Priests.

Damn, they would add another dimension to this mod, rather like the mages and such in LOTR:Conquest.

well since priests main function is to convert religion or in our case it would be the population's race I think it makes sense not to include them saying that a single person couldn't change a notable percent of a city's population under any circumstances I can come up with
