HOI2 Demanding Territory

How can you raise the chance? I have attempted to find out countless times, but haven't figured it out. Raising relations does nothing. At one point, I was Commune of France in KR, and originally the chance of Italy giving me some land was 0%. Then a while after the second American Civil war, I allied with Mexico and the chance jumped to 50%

I think it has something to do with your and your allies' military.

Not really.

I believe it is depends on historical accuracy; anyway, conquering is better than demanding territory.

My two situations where I want to demand are situations where invading would be suicidal. As follows:

As Poland, I want the land in the USSR that Poland has claims on. This means when Molotov Ribbentrop fires, the Russians only get eastern Poland, but not the land I took

As Kuban Cossacks in Anatolian Wars, I want some Georgian land. As background, I have 8 IC, Georgia has 21, I have 6 cavalry divisions and 3 infantry, Georgia has around 10 infantry and 2 motorized

I actually only saw Ireland got back North Ireland from Great Britain before... The reason was probably Great Britain got annoying by Ireland...

I don't know how HoI 2 handles the Demanding Territory issue (I went with conquering it myself like hellheaven implies ) but it'd make a lot of sense to me if the game does take the respective nations strength into account.
In your second case, that would mean that you're pretty far away from being able to request territory from Georgia because they are obviously a lot stronger economy- and military-wise than you (2.6x the IC, more infantry than your complete army).
The first case of Poland/USSR seems to be pretty similar - you're most likely a lot weaker than the SU concerning military and economy and you'll also probably have to take into account, that you'll have to compete with both the SU and Germany (if the game takes "future chances" into account that is).
