feel noobish for asking this but in RTW when you retrained a unit they became full in numbers again. In MTW2 it doesn't do that, is this a bug or is it supposed to happen?

it should go to full numbers, but it depends on the amount of troops you have in the settlement. what exactly is happening when you retrain troops? screens would also be helpful, but not required

Remember that you can only retrain between 1-4 a turn, unlike in Rome where it would retrain them all that turn.
Check to see if you can produce that type of unit in that settlement. (Like you cant retrain knights in cities.)
Like above, it should go up to full number
Retraining does two things:
- replenish numbers if recruitable in the settlement
- upgrade weapons/armour if available buildings are better than current weapons of unit.
If neither are available, retraining is unselectable for that unit in that settlement.
At a guess, the settlement had a building in the blacksmith-line but not the right building to recruit the unit. So you probably only upgraded the armour of the unit.
You can't retrain mercenaries.
