    Default ***is there a way for this?***

    Is there a way to be able to give settlements to other factions when those settlements are under the control of one of your vassals?

    for example. I am HRE and Milan is my vassal but he controls genoa. I want to be able to give France genoa even though he is my vassal. Afterall, it is in theory under my control.
    If there is a way to change this may i ask how and where to look. If there isn't then nevermind, i will just wait for empires

    I doubt it as the diplomacy system is almost completely hardcoded (I believe).

    yeah you can't really do anything to the diplomacy except edit the way the AI uses it so having vassals is almost completely useless and it's just better to crush the faction into dust
