I'm somewhat stumped by this problem. Also since our mod involves changing so much of the game, I haven't seen many others encounter this problem yet.
Settlement images are the graphics you see when you right-click on your Settlements tab, next to all of the settlements, and representing each city's size. These images, from "village" to "fortress", are specified by culture, in the /city/ folders: e.g. /ui/southern_european/cities/.
For some reason the game refuses to load these graphics for our mod. As people are probably aware, we've replaced all of the vanilla cultures with our own, and I had put the respective settlement images in each of the proper /cities/ folders. Here's the game caching the settlement graphics in their respective locations:
In other words, the game is aware that all the respective graphics are there for each culture. Yet when I load up the game with any of the cultures, say the Gauls, it loads up the incorrect, vanilla, graphics:
