    I apologize if this has been touched upon before.

    Just playing Sicilian Vespers 2.5 now, and I noticed that the Victory Conditions are very specific. Like, 11 regions including three specific ones, etc. So I was thinking about victory conditions for this mod.

    Obviously what I think needs to be remembered in the mod is that not all factions are created equal. Just because in M2TW there's a 45 region goal for every faction doesn't mean that it should be the same for Third Age.

    For example, the Elves would be a weaker faction, due to their backwards nature. I think they should start out strongest at the start of the game (that's just me). Victory conditions might include taking key enemy settlements for a certain number of turns instead of a large region goal. Dwarves too should have specific, often far-separated goals such as the Blue Mountains, Misty Mountains, various Goblin cities and other regions they held historically.

    However, other Mannish factions who are on the rise instead of declining should have less specific but more substantial goals. For example, the Kingdom of Dale should extend their control over Rhovanion, Mirkwood and Rhun before they can win. Evil factions who spawn orcs should need a larger number of settlements before they can win as well.

    Is it possible to set other victory conditions such as a large treasury, population or military?

    In some modes like Ogniem i Mechem such Victory Conditions allready realized. It's not hard to do

    Dwarves should conquer at least all their ancient cities which they don't control at the time, that includes every settlement in Misty Mountains and Ered Mithrin

    Silvan Elves should conquer Fangorn and all settlements in Mirkwood and maybe some other forest territories

    also maybe the dwarves shouldn't need to outlast or destroy Rhun saying dwarves aren't the type to be going out that far without any mountains or gold to be found there and maybe don't make it so Gondor has to outlast/destroy Isenguard and instead make that more of Rohan's problem

    I just have to agree with you, good list!

    Though I would also add destroying of High Elves to victory conditions of Mordor, after all Sauron hated them even more than dúnedain.

    Think about one more thing: victory conditions should be comply not only with books but with complicacy level of playing current faction too
