As a faction? No. They weren't independent during our timeperiod except for a small timeframe. As a province? Yes, we have jewish province and a jerusalem is represented on the map. As a unit or two? There was one specificly jewish unit in EBI, but due to unit constraints there probably won't be anymore. They would not have been recruited into seperate formations, but rather would have formed as part of the pantodapoi or machimoi formations (for seleukeia and ptolemaioi respectively).

The independent jewish state either did not exist or was not important enough to represent in a similar manner to other one province factions such as Pontos or Hayasdan (both of whom made large military expansions during our timeframe).

No, it's equal (model limit is actually increased), however because nine or ten new factions are added a number of units have to be axed in order to make space for new elite/unique units.

say you could choose between a temple to ares or whateva and a synagogue and the synagogue gave you increased trade and stuff and alowed your faction to be jewish
like in BI wen you could chosse to be pagan or christian

Why? To represent a minor people that could just as easily be represented by pre-existing units recruited in that area. Hayasdan, an actual faction in the game, doesn't have its own slinger unit, why the hell would Jerusalem get one.

Regardless of their importance in the religion and social history of the AD world, during our timeperiod they were a minor group who were subjugated for much of our period.

Quite apart from this:

There are only 8 religions we can add (before things start getting wierd graphically) and those 8 religions wouldn't really cover the 30 factions, so again, why would we waste resources on a minor province and a minor religion. Yes, in the context of a retrospective grasp of world history the Jewish Religion is of the utmost important, but during our time frame it was singular only in its worship of a single deity.

However, as religion won't be taking part in the proceedings of EBII, rest assured that there will be other ways to make sure that certain provinces that were slightly more unrestful than others will get that penalty to public order, making it harder to old onto them.
