Default I get this message while trying to save descr_strat changes

It's really a simple switch, I changed a few lines so I have 2 turns per year instead of 2 years per turn, and made the years displayed instead of the turns. But I get this message when trying to save:

I can't make heads or tails of this...why can't the file be created if it was there to begin with? Advice?
