I think vassalization is actually a bad thing for your country, in most circumstances. You have to pay tribute to the country actually ruling yours... not good.

I think it's all the money you make that turn. minus the expedentures.

i.e

you make 2000 florins this turn
you spend 1000 on construction
and 500 on recruitment
you have 500 florins left over
thats how much you pay
